Redevelopment plans are being made for the downtown Houston, Tx post office.

The 16-acre site was chosen for the 2012 Urban Land Institute Gerald D. Hines Student Urban Design Competition where teams of graduate students pursuing real estate studies propose development schemes for large-scale properties.

Students have two weeks to create site plans, drawings and financial studies.

The designs are scheduled to be more for show than anything real as the project is based on a hypothetical situation.

That’s not to say the property won’t be redeveloped.

According to Freddie Mac, the average rate on the 30-year fixed mortgage fell to 3.91 percent this week, which matches the record low reached two weeks ago.

The average on the 15-year fixed mortgage dropped to 3.23 percent from 3.24 percent, which is up from 3.21 percent two weeks.

Freddie Mac surveys lenders across the country Monday through Wednesday of each week to calculate the average rates.

The average rates don’t include points, also known as extra fees, which most borrowers are required to pay to get the lowest rates.

1 percent of the loan amount is equal to one point.

The average fee for the 30-year loan increased to 0.8 from 0.7; the average on the 15-year fixed mortgage was unchanged at 0.8.

For the five-year adjustable loan, the average rate decreased to 2.86 percent from 2.88 percent.

The average on the one-year adjustable loan jumped to 2.80 percent from 2.78 percent.

The average fee on the five-year adjustable loan increased to 0.7 from 0.6; the average on the one-year adjustable-rate loan was unchanged at 0.6.
